About plugin Group sign-off for Jira pop-up page "Commenting decision"

we have  installed the plugin Group sign-off for JIRA and created field for group sign-off. and then we  also  have  created  listener to Automatic transition issue state。but when the field value  is  declined  there is a pop-up page named  "commenting  decision" appeared

we have checked all of our workflows, we have  not set any page when issue state change.

so  why there is a pop-up page named "commenting decision"  and  how could we to Prevent this pop-up page .
