Unfortunately, your question doesn't provide enough information to properly answer ist.
It should always be possible to add screenshots to a closed bug within Jira. If that's not possible, it looks like someone has added a property in the workflow status that prohibit alteration of the work item. If that's the case, this would need to be lifted. But first you'd need to ask an admin to understand which property or function they've used to do so.
Also, as this was surely done on purpose, you'd need to discuss internally whether your administrators are okay with lifting this restriction.
