I would like to know if it's possible to assign a checklist item in JIRA to an individual on my team. I believe this will help give more accountability and transparency.

Subtasks work really well for me to assign issues to other people in my team whilst I stay as the assignee of the parent task.
There are external add-ons to allow checklists in an issue but you can't always see aggregated time estimates and work logs that way.
You can create subtasks right from the task itself.

In Issue Checklist Free (or its paid sibling) you can mention/assign a user through a nice picker.
If enabled in the configuration, it can send an email to the assigned user as Jira does.

If you are looking for a checklist solution that allows you to have a user picker for each item on the list, the app Elements Checklist could help (btw, I work for Elements).
But the need to track time worked like @Stuart Capel - London mentioned, or any kind of reporting/filtering based on assignee, would require using sub-tasks. Additionally, you can try Business Process Manager to assign a checklist item in JIRA by creating a process template.
When the process is turned on, this app creates new Jira issues with different forms configured before (including checklists) and assigns tasks to the assignee you need.
You will be able to monitor progress by using real-time insights.
I believe this will help give more accountability and transparency to your process.
