API Token and User

I need to set up an integration with an external tool, which requires a User and an API Token, for what I understood the API Token needs to be created with the user.
Is this correct or Tokens are independent of the user that created it?

Yes, for Atlassian Cloud products that utilize the API Token, these have to be created by the end user that wants to make REST calls.

Steps for creating this token are documented in https://confluence.atlassian.com/cloud/api-tokens-938839638.html.  Currently, these tokens can only be created from the https://id.atlassian.com site.
