A user is able to enter the "Configure fields" area and move field around for bug issues. The user only has User product role and is in the jira-software-users Group.
The changes this user made were visible to all users.
Can I restrict access to the Configure fields area?

probably you are using a team-managed project.
If so, you need to migrate from team-managed to company-managed project https://support.atlassian.com/jira-software-cloud/docs/migrate-between-team-managed-and-company-managed-projects/
