I was unable to use my 30 day trial due to some reason, is there any way I could register for a free 30 day trial again with another email or could request to renew my trial on existing account.
Also when i tried creating another account from my personal email it is getting stuck as per attached screenshot

There seems to be an ongoing incident currently that is impacting the creation of new sites:
You can navigate to https://status.atlassian.com/ - navigate to the product you are having troubles with and subscribe to updates for the incident. You will then automatically be notified when the issue is resolved.

Is the 30 days trial license for Jira software or any third-party plugin as you can renew the the licenses at least 4-5 times.
You can also setup a new site with same email address just need to unique domain name, the above screenshot looks like the process is stuck for provisioning the new site and should get created in sometime, if still in stuck state you can create a ticket with Atlassian support team (https://support.atlassian.com) to check the same as they have access to the logs check what could be the issue.
