Is there an error when you are trying to move the card?
If you are moving your work item from board to board - you need to have Edit Issue and Move Issue permission in the source Jira space and also Create issue on the destination Jira space
If you are moving a work item from one column to the another column and there's an error "You don't have permissions to move the work item" - either you don't have the Move Issues permission or there is a workflow condition that is preventing you from the moving to the another column
