15min time estimate for minimum time allowed changes to 0d (30min can be done) how do i change?

See enclosed screenshot. When i put 0.25h in for 15min our minimum time it defaults to 0. We can do 30min. How do i change this so that 15min is allowed (ie 0.25h) is used?

15min or 15m answer this. Jiras helptext of  (w)eeks (h)ours and (m)inutes was the key. Make sure you put the "m".
