Maybe not so easy because of terminology maybe, but yes: you can have multiple sites under 1 Atlassian organization, which is what I assume you are asking about. It may be a good idea to read up on terminology and overall setup in this support article.
In short, an Atlassian site is unique by its URL and can have multiple products in it (e.g. Jira Service Management, Jira Software and Confluence), but each product can be in a site only once. You will receive separate bills for separate sites, so yes, different billing cycles per site are possible as well.
Your organization acts as an umbrella to keep an overview of all your sites and centralise some of the admin capabilities.
