1) What considerations should bemade for a failed process during an import into jira product develop

Reliability of processes such as import of data into a Jira Product data table is of the utmost importance.

 

1)    What should be considered at the point of failure for a user initiating an import function?

 

2)  How should a database table containing data be managed if an import of an excel spreadsheet into the same database table is requested by a user

I'm afraid your questions are irrelevant.

You do NOT insert data into a JIRA database.

You should do imports via the UI or REST.  Never the database.
