Can you maybe share where you have navigated to create a new site? Have you used the official Jira app/product page https://www.atlassian.com/software/jira, or have you tried adding a new site/app under an existing Atlassian organization?
Also, have you tried using different browsers or incognito mode? If you have multiple Atlassian accounts, have you tried creating a site with a different one?
This error code you've posted is mainly relevant to the official support team, as they can perform additional background checks.
