If you need access for 12 users, you'll need to upgrade to a standard plan and add billing details so you can be invoiced.
As an alternative, go to admin.atlassian.com and reduce the number of users with product access to a maximum of 10 users. You should be able to run on the free plan as soon as you don't have more than 10 users. But be aware that all your users will have full access to all projects, as permissions are not configurable on the free plan.
