Okay straight to the point the default access group for JSM is "jira-servicemanagement-users" this group grants access to JSM every person in that group is an agent and will be billed as one.
You can have administrators but you need to remove them from the "jira-servicemanagement-users" group.

Okay if you only see three members in "jira-servicemanagement-users" then you are billed only for free have you checked your billing details?
Do admins use Jira software? Are you using some add-ons?
Go to settings -> Billing
Check your billing details, if you are charged for six agents and you have 3 you should contact the billing team, but please check billing details to see what are you actually paying.

If you are not an admin you will not have access to project settings.

You need to edit the permission scheme, add administration/browse permission to the administrator user group.

Okay, go to administration groups, there should be groups like administrators, Jira administrators, you are in one or both of those groups, since this is Jira administration add people who need to administer Jira in that group.
After that go to your JSM project -> settings -> permissions -> give the administration and browse permission to jira-administrators group.
After that, you can remove yourself from the Jira service management group.
You need to add an administration group/user/role to the permission scheme in your project they don't have to have an admin license to administer but they need to have permission.

I think what you find there is that while an admin does not need to be considered an agent, ultimately the actions the admin needs to perform may put them into that category.
