custom group picker field does not show entire list in incident

we have a customer group picker field for selecting an assignment group.  it is tied to our assignments groups for JIRA (cloud).  When you click the drop down only some of the options appear, something like "page 1" only view.  If you type the value you want (case sensitive) it appears.  This seems to contradict the following support guide:

looking to see if this is a bug or there is another way around this limited view. Thanks!

When I try to edit the field I do not see the ability to edit or edit parent list as mentioned in the above documentation.

I'm sorry, but I believe there are some misunderstandings in your question description that could be causing the unexpected behavior you are facing, so please allow me to provide you with some concepts so we can confirm we are in the same page here:

You mentioned that you are using a "customer group picker field", which I believe it's a Group picker field (Multiple or single choices) type. Is that correct?

If it is, the documentation you mentioned is not related to this type of field, but to pre-defined option fields (Select lists, Radio buttons, etc). A Group picker custom field will always return the groups you have in your site and not pre-defined options as the fields described in the documentation you mentioned.

If I'm wrong about my assumption above and you are using another type of custom field which is addressed in that documentation, please let me know.

About this Sentence:

Supposing you are using a Group picker custom field, the list displayed when you click in the drop-down should return ALL the groups in your site, with a scroll down bar in the right side to navigate to them as displayed in the screenshot below:
