Is it possible to get custom fields updates through webhook ?

In our company we using one tool, where we have our organization structure, departments, units, managers an etc. now I want, when customer create ticket automate fill custom  field the name of this employee department through webhook or API, or automatically add this customer’s manager in approvers list.
