How can i put the boton "Attach" into the view issue service management as agent ?

As an Agent, you will not be able to change any of the field settings in the project. As you need to be a member of the Projects administrator role in the Service management project to add fields to the customer portal. Additionally, the Field must be added to the screen used by the project by a Global Administrator before the project admin can add the field.
The following thread gives a good breakdown of the process to follow, noting that you will need to reach out to a global admin to add the field to the screen and a project admin to associate the field with desired request types:
