Are next-gen aka team-managed projects available in Jira Software Server/Data Center deployments?

Due to licensing and data security requirements, we are looking at Jira Software in a Server/Data Center deployment. My team only needs Jira Core functionality for project and task management and it looks like Next-gen aka Team-Managed projects would be the way to go for us. Is this supported outside of cloud deployments?

I'm sorry to say that at this point JIRA doesn't support RTL text, although we do have an open improveemnt request for this so I would recommend that you watch/vote/comment on that issue to make our developers aware of your needs and to encourage them to prioritise its implementation: https://jira.atlassian.com/browse/JRA-14119
