We are currently running all Atlassian products in server edition and due to EOL of server are required to upgrade. For a number of different reasons we are considering DC for Jira Software and potentially Cloud for JSM. Is it possible to integrate between what would be seperate instances, one running in Cloud, the other on-prem ?

Yes, it is possible, however I strongly recommend migrating all to the Cloud for a better integration.
In your specific case, if you choose to move Jira Software to Data Center and JSM to Cloud, you may use application links to connect the two instances.
You will be able to link Jira Software DC with JSM Cloud and it will let you link issues and share data between the two applications.
Additionally, you may want to consider using apps to extend the integration between the two instances, depending on your specific use case.
Note to create an Application Link between a Jira Cloud instance and a Jira self-hosted instance you will need to create an Application Tunnel or open the self-hosted instance to the internet.
