I want to limit the acces tu users, administrators and developers by projects so that they can see only the projects they are envolved in. In the actual configuration the ones that have the administration role for one project have them for all the projects. How can I configure the permission shame by projects?

in the administration section of each project, you can define, who is allowed to see, administer or edit issues in the project, for each project individually.
If you look there, I think you will see, that you have given access to groups, for example jira-users. Remove those groups and give permissions to indiviual people or smaller, self-defined groups.
