Please note that there is default permission scheme with default groups. If you have developer and want to assign a ticket on him - just add the developer into jira-developers (or developers) group. That is the one of 3 default groups - you should easily find it under administration - user management.

The issue was that after proper setting of user who assigns and user who is assignee the proper groups - user is not added into the selection list, you should start typing the new user name. Plus a the jira-users were removed from the roles at the first project - that leaded to the inaccessability of the first project for admin
