The "Reports" menu on the right side of the page does not exist

I am trying to create a time tracking report in Jira. However, there is no report menu available for any of my projects. I am following the instructions here:

The Reports menu on the right side of the page does not exist.

Hi

There are two cases

1) your not login as Administrator -: go to project menu. make sure you have project already creted , select the project.

2) your login as Administrator :- Select project, Click Actions Browse Project. - you can find the Report menu.

I am not logged in as an administrator, and the project is created + selected. I still no not have a report menu.
