You can use JIRA Software (previously named JIRA Agile add-on) where you can assign tasks to sprints and then group tasks by people on the SCRUM board of each sprint. It shows tasks per their state - one state corresponds to one column.
Or you can use ActivityTimeline add-on - it is a dashboard with a timeline per each team member - you drag'n'drop JIRA tasks onto timelines to assign and schedule them. Add-on will calculate the workload per person based on remaining estimate of those scheduled tasks.
