Can I convert Jira server license to colud based license?

We have a 25 seat license of JIRA that we support as a VM in our local environment.  Can the license and this service be converted to the cloud based solution?

Not converted, but if you buy a Cloud installation and import your data into it, then have a word with Atlassian about getting a refund on your outstanding period of your Server licence.
