Assign User to Project

Am a newbie to JIRA, but have a question about users and projects...

When I create a project, do I have to assign folks to a project or can they access it already if they are a user within JIRA?

Secondly, on the flip side of that question, can I prohibit some users from viewing projects?

That answered my question. All my users are in the users group and they have browse permission...so they can see the project. Thanks.
