Could you please elaborate what does this service subscription feature mean and what would be the difference in the visibility or functionality that we get with the enterprise and standard tier for this specific feature.

The service subscription is a way for stakeholders to be notified of incidents that have impacted services. The same functionality is available to users on the Standard plan. Having stakeholders that you need to be notified of incidents would be the advantage of the enterprise plan. If you don't plan on using stakeholders, it won't be necessary.
