Create alert when JSM Responders field is changed

We would like to use the responders field to notify our SME when assistance is needed on an incident.  We turned off the responder alerting in JSM as it alerts the Assignee, they already know they have the ticket, they don't want or need an another email/SMS.  How can I alert responders that are not the assignee?

We do not have that functionality at the moment, however, we do have a Feature suggestion ticket for it that you can track and vote on via: OPSGENIE-45
