Workflows are assigned to issue types.
If you have let's say, 3 issue types, you may decide you want 3 different workflows (you don't have to, but some teams do).
Fundamentally, all workflows are some variation of To Do, In Progress and Done.
Now when it comes to boards, you can create different columns with respective titles. This is often confused with workflows.
You can add multiple statuses from multiple workflows in a project into a single column in your board.
To answer your question though, generally the less workflows you have, the better.
Try to avoid once-off custom workflows and standardise where you can.

My opinion is to have one board per workflow, otherwise it gets confusing with trying to move issues between the columns if some issue types have a status in their workflow that others don't.
