workflow step to make sure all links are resolved

Hello,

I wanted to know if there is a way to customize the way Jira handles links and make sure that you cannot resolve the issue unless all the links are resolved.

Links could be across different projects and hence cannot be of type subtasks. But, the condition is the main issue cannot be resolved until all the associated issues are resolved.
