Per the latest release of the Jet by Jira Align app (version 2.1.1), permissions are now simplified.

Non-administrators are now able to run Jet!
We replaced the Jira System Admin requirement with a Jet by Jira Align user group permission that can be turned on for any user. Find the new permission under Security > Global permissions in your Jira system settings.
We’ve also updated the location of the app to make it accessible to any user with the required permission. Access the app from the Project settings sidebar.

I see that you are using the Jet by Jira Align app and have some questions about which users can use this app. The app itself is intended to be used by Jira administrators primarily. However we have not restricted the use of this app only to Jira admins.
Admins are the only ones that will be able to navigate to this tool by clicking on a link within Jira though. In order to do so, you need to be an admin to reach the Apps page in Jira where you can find a link for "Jet" in the left side navigation there.
That said, if another licensed Jira user on the site were to become aware of the link for this app, say it was shared with them, they could use this tool. Granted they are only able to analyze projects in which their account has permissions to browse, but technically it is possible for users other than admins to use this app.

The Jet app does not have any configuration options to set. So I'm not sure what the problem is with this user being unable to access this via that link. I'd be interested to see what happens in their browser when trying to visit this address. Do they get an error of some kind?
The only thing I can think of that might limit their ability would be access to the Cloud site itself. Is this a licensed Jira user? If so, then they should be able to login to that site and see this app if they know that URL. If they cannot login to the site, that would also prevent them from using this app.

Yes, they get an error, (Kindly see attached). We are using JIRA server 8.6. Yes, it is a licensed JIRA user. Currently, only us (JIRA admin) can access the Jet in JIRA.

Thanks for letting me know you're using Jira Server. I was also able to reproduce this error when in Jira server. It appears that this works differently between Cloud and Server.
At least in the Cloud version, there is no such error and users can use this plugin there regardless of their site privileges. However on Jira server it would appear that only administrators are going to be able to access resources found in the /plugins/servlet/ path in the URL. For my own Jira Server site that URL is http://localhost:8080/plugins/servlet/jetservlet
Sorry for the inconvenience here, I am afraid I don't have a work-around for this short of giving that user admin rights. I will be sure to reach out to our Jet team to let them know about this difference on server and perhaps they will have something more then can do to help out here.

This is affecting our team, as well. We'd like to be able to share this link / JET tool broadly, but that goes against best practices of not giving everyone site-wide admin access. So at the moment, we cannot use this tool.
Is there any progress on fixing this / expanding access to it for server / data center jira users?

I'm using Jira Cloud and have installed the Jet plugin, but I"m not finding any place to launch the tool. I remember being able to long ago, but today, I am not.
I'm an admin on the site.
There are no GLOBAL PERMISSIONS group to add to like on Data Center version.
What am I missing?

After installation of the Jet by Jira Align Marketplace app, go to:
Project > select a project > Project settings (at bottom of left sidebar) > wait for sidebar to refresh > Jet (in Apps section of sidebar)
