when user edits a field in the jira screens, can we populate a warning/note to users. For example, when we have multiple values in the market field, if they fill partner cost, we have to tell user to remove values from market field and add only the lead market value in jira

you can achieve certain validations during Issue transitions. If you need validations on the screen without Workflow transitions you will need Plugins like Scriptrunner. per default, you cannot validate fields based on other fields
