When I go to "Issues and filter" and click on "Open issues", it shows me all issues for my current project and is not filtering them to "Open" issues only.
I am using JIRA Cloud. Is anyone else having this issue? If so, maybe it is a JIRA Cloud bug?

The 'Open issues' filter by default shows you all 'Unresolved' issues, which refers to the Resolution of the issue, not to its status.
Thanks Milan, this was exactly my issue! I modified my workflow to change the resolution to fixed when the issue closes now.

An Open issue is any issue that is not "done". If you're using plain Jira Core (or Service desk), then that means "any unresolved issue". If you're on Jira Software, that is any issue not in the last column on the board.
