Since I have fixed my mail relay issue to send JIRA emails to jira users outside my company domain I now do not get the email header to specify the fullname of the user who made the change on issues.
It turns out that this issue is being caused by a known problem with Exchange 2007, which is described in this document: http://confluence.atlassian.com/display/JIRA/How+to+Set+Up+SMTP+Relay+in+Exchange+2007
