"Curly" single quotes are exported incorrectly to Excel

I use "Export Excel CSV (current fields)" regularly from Jira Software.

Certain special characters (e.g.  ´, the right-side "curly" quote) are exported incorrectly (in this case, to "’" [the three characters inside the quotes].

Jira should be able to export Windows-1252, which includes a number of characters not present in ISO 8859-1.

For reference, the "straight-up" apostrophe is " ' ".

This is a fairly common issue and could be due to either the basic character conversion or even utf-8 encoding.

1) Is there a way to configure this?

2) If there is NOT a way to configure this, is there already a bug report open?

I've had the same problems in other tools such as Requisite Pro (IBM) when copy/pasting from word. It appears in the tool correctly, but doesn't export to csv correctly.
