I have been struggling with this. I 'm using the Jira Cloud (Free).
I have tried to invite another user to my jira however no email was received. I have tried using different email addresses from different domains for the invitation but nothing works.
The success notification was displayed in jira however nothing was really sent.
As this is free, there's no official support for users; and none of the suggested tips from the community has worked as they revolve around engaging with the jira support team.
any tips?

Checking the details of your site, I can see that you are not a site admin or a trusted user. With this said, you don’t have permission to invite new users to the site.
You need to reach out to the site administrators for them to invite the user or add you as a site admin, so you will be able to access the User management to invite them.

Are you sure the message was not sent? Perhaps it was sent, but the receiver has rules or spam handlers on their email account that is automatically dealing with the incoming message.

I can confirm the message was never received. I used a 2 different gmail accounts and at least 2 different private domain account.
These were email accounts I created to just to test the feature so there has been no rules, the junk and spam folders are empty too..
I was able to add the user to bitbucket, remove and re-add. and the atlassian emails for those were received.

At the bottom of the Invite User screen is a checkbox for sending the email invitation. Was that checked?
Have you gone to the user's profile and tried resending the invitation?
I've seen other posts over the past three years where others have had this problem and ultimately contacted Atlassian Support and found that the email had been 'blocked' on Atlassian's side, and it required Atlassian Support to resolve the issue. Since you have the Free plan, I don't think you are entitled to support but you can try - https://support.atlassian.com/contact

The invite user screen from the popup and the main Teams screen does not have the checkbox for sending the email invitation.
I assume it is now an implicit action.
And yes, I suspected the emails are held up on the Atlassian servers but there has not been any way to contact the support team.
Perhaps it's a feature to reduce/ eliminate free users!

I think you are going down a different path than I used.
I simply went to the JIRA Settings (cog next to my avatar in the upper right), select User Management, and clicked the Invite Users button there. But, I am on the Standard plan rather than the Free plan, so maybe the screens are different.
Can you provide more details on the screens you are navigating through to get to the point of inviting users?

1. System
2. Products
3. Projects
4. Issues
5. Apps.
Then Personal Settings:
1. Altassian account settings
2. Personal Jira Settings
