mO Jira SAML SSO plugin does not turn on after update

We have a local server with Jira 9.11.1 Datacenter. mO Jira SAML SSO (Single Sign On), Jira SSO Login 2.0.22 application was installed. After updating to version 2.0.28 of this application through the Jira admin panel, the application stopped working. SSO authentication now does not work, there is not even an SSO button in the authorization form. Downloading and installing versions from 2.0.22 to 2.0.28 manually does not help - the application does not turn on after installation, the message appears: "The application could not be activated. You will find detailed information in the logs." There are no errors in the logs in the admin panel of the Jira docker container. What can be done? Please help.
