ltr support for description/comments etc...

currently in your markup editor - i am missing LTR support

LTR languages like hebrew need some way to distinguish betwen paragraphs that are LTR (like hebrew text that came from a client)

and RTL paragraphs (like code or comment placed by a programmer)

even settings at the issue level will be enough - with the ability to set default.

this way issue collectors could collect issue information in hebrew - and then it will be presented correctly to the developers.
