if request traffic is heavy, can we split one instance to three instance on same service ?

I got 10000 license(enterprise) for jira. but real user count is 3000.

I need to run multiple instances becase of heavy request traffic.

To ditribute request traffic. can i run 3 instances ?

Even if running 3 instances, total user count is 9000.
