You will have to pay for the user if you grant them access to your instances.
On Confluence you can have non charged users, based on the Confluence Guest users in Jira there is no option

As a thumb rule , same user will be charged separately in each Atlassian Organization based on the subscription and access levels.
Please provide more information on which products and how you would like to collaborate with people from different Orgs, as sharing content is possible to some extent.

Calling APIs from one Jira instance to another can be a cost effective way to keep tickets in sync, but it will require some time and effort for building and testing.
Other paid option includes using a connector plugin for keeping Jira tickets in sync on both instances.
For Confluence, guest users option can be used for sharing content on a single space with the client.
