i want to raise a ticket with this we have support but no one responding to my mails. need to create account for me. previously zhong liao has account he left the company. i need to replace him.

Most folks in this forum are users just like you. If your atlassian site is on a paid plan, you should raise a support request via https://support.atlassian.com/contact, share the URL for your site and explain in detail what happened. If I understand correctly, your Org Admin has left your organization and your company did not have a backup for this scenario, so you need external assistance in getting that person replaced.
The process might take some time and be prepared to provide proper evidence that you are indeed associated with the company behind the site. Going forward, to avoid problems like this, always make sure you have at least 2 Organization Admins in you site.

Was the previous administrator using an Atlassian Cloud account that was based on an email address managed by your company? If so, they your internal technical support team that manages email accounts should reactivate the account, reset the password, and give that information to another trusted person. That trusted person can then login as the previous user and add additional administrators to the site.
If the previous administrator used a personal email address to access Atlassian Cloud then your company will have to work with that person to get them to log in again and add more administrators to the site.
Are there other people in your company names as the Billing or Technical Contacts for your licenses? Those people should also be able to open a support case at https://support.atlassian.com/contact/#/
