how to enable markup in jira description and comments.

Consider the following text:
# test 
# test2 
{code} a=1 
{code} 
If we enter this in our JIRA description or comments, it is just rendered as plain text - it is not treating it as markup for some reason.  We have read posts which link to admin guides which discuss enabling features similar to this, but we cant find actually how to enable it.  It is the hosted Jira.  We have been living without any markup for years, which is hugely detrimental, as it has forced us to put most of our content in separate (and not attached) documents, when we really want to put it in the description etc.

It sounds like you are not using the right text renderer for the fields.  Could you check the field configuration for the project/issue-type and the description field?  Make sure it is not "plain text"
