If you have system administrator privilege for Jira, click on System icon, Click on Projects to get the list of projects, find the project you want to configure with Web hook, Click on the project, Click on the Web hook from the left side menu and follow the instructions provided. The URL for the web hook should be copied over to the web hook configuration screen and paste it in appropriate field, then edit the options to indicate when the web hook should be activated (e.g., create, update, delete of an issue). Finally, enable the web hook.
