Projects have their own permission scheme, thus if you have admin rights (sys admin) then you can create a permission scheme which only allows you to create and view issues in an project.

Is this not possible with "Classic project" to set a board to Private? (in other words, not even admin can see it)
The permissions I see for "Classic project" is only for groups or single user
Though here it says "Changing a board's administrators -
Enter the names of the desired users or groups"

Admins can add themselves to any project. Nothing can be hidden from them.
