Hello @Shravan Kumar Boragala
Projects have their own permission scheme, thus if you have admin rights (sys admin) then you can create a permission scheme which only allows you to create and view issues in an project.

Hello,
You can.
Create a next-gen project and do not add any members to your project.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Can we restrict administrators to add people to private projects?
Thanks.

This is from NextGen:
Is this not possible with "Classic project" to set a board to Private? (in other words, not even admin can see it)
The permissions I see for "Classic project" is only for groups or single user
Though here it says "Changing a board's administrators -
Enter the names of the desired users or groups"

@Alexey Matveev Is it not possible to have a Classic project that not even admins can see? (meaning: only those users that are added to the board have permission to see it and edit it)

Hello @Beining
Admins can add themselves to any project. Nothing can be hidden from them.

@Alexey Matveev thanks for quick reply! Makes sense.
However, this is not the case with Confluence where pages can be restricted to specific users. Correct?
