Are you meaning the description of the issue type when clicking to edit the issue type or in the description of a created issue? check screenshots below to know the scenarios I am referring:
If it is the issue type description (First screenshot), I believe it is not possible to change its format, however, If it's the issue description (Second screenshot), you just need to perform the following steps:
- Navigate to your project > Project Settings > Fields > Actions > Edit fields
- Find the field Description and click on Renderers
- Select the Wiki Style Renderer > Save it
- Now, a formatting panel will appear in the description field when you click to edit it:

Thanks for sharing the screenshots, i have gone through the steps you suggested and see the Rendereres are already on but, see my screenshot below....let's say i want to change the color of the text to red, it would give me some names with quotes and etc but wouldn't change the color actually

The code placed in your description is to configure the red color when you save the description. Can you provide us how your description appears when saving it with the code?
Additionally, try to add the code with the name of the color directly, like this:
- {color:red} {color}

Can you please take a screenshot of your comment field when you add the code and click to save it?
It is expected that the code appears before you save the field, however, it should be properly displaying the color when you save it, as long as you have the wiki style renderer configured for your field.

You'll also want to make sure you're on the Visual tab rather than the Text tab in your wiki field:
