how to change default permission/visibility when logging hours

It's rather annoying that whenever we go to log hours, the setting is always "Restricted to..." - if we don't remember to change that we get an error
"Unexpected error

Worklog must not be null. {"commentLevel":"Group level visibility has been disabled."}"

Is there somewhere where I can change the default setting here so that it's "Viewable by all users"?

The comment visibility setting in the work description is the same used for the comments in the issue view and, unfortunately, it'ss not possible to set a default value for that setting at this moment. 

That being said, we completely understand that this functionality would be useful to have in JIRA, so we created the following feature request:

Default value for "Comment Viewable By" 

I strongly recommend you to vote and watch the suggestion to increase its priority and also receive notifications about any updates.
