how does jira know when an issue is closed so that it would trigger a close issue event notification?

It's the workflow. If you push it through a transition that fires an "issue closed" event. Of course, you could fire that event on any transition!

(Remember that Jira considers resolved/unresolved completely separately to the status, and that's far more important in a lot of the built-in reporting)
