Can you confirm with me, are you on the Cloud version of JIRA? I believe you may be, as the mobile app is meant to work with Cloud only, currently.
If so, you will need to have your primary Billing or Technical contact reach out to the support team and request that it be disabled.
We do have a feature request at JSWCLOUD-16108 to be able to disable it so if you have a look at those screenshots and if they're the messages you're referring to, please do vote on the issue and provide your personal feedback there.
