In the customer portal there is an option called 'Request' . Under this 'Request' there is an option 'All'
My question is how can we configure it , so that a group of people can see the 'All' requests.

The only way for users to see issues that they did not create is to be a Request Participant of the issues. To do this you can use Organizations to group your users and the share all issues with the organization. Note this will result in all users in that org receiving notifications on changes to each issue in accordance with the customer notifications.
