what does it mean for you to "highlight" an issue? Where will you be looking that you wish to see it highlighted? Here are some possible options:

You can use Flagging to have an issue stand out on a board
You can use a custom field to callout an issue which can then be used w/ quick filters or card colors on a board, filtered list or Dashboard.
