When selecting epic to filter by in the project backlog, one can select "issues without epic" alongside any number of epic
is there a plan to offer a similar functionality for the versions?

Do you have all permissions to see these issues without a version?
Is it a backlog that shows issues from different projects?

errr... yes, we're just starting to use the versions now, there's only a handful of issues with the versions

I created a "custom filter" with this query "fixVersion is EMPTY" but this has a couple of problems:
1. it shows up in the custom filters
2. it doesn't integrate well with the version panel; eg: if i select my custom filter and then select any of the version, all issues are filtered out (i guess the filters are combined using "AND" operations...)
I mean, this solution is ok, but no ideal during sprint planning...

Is it a team-managed project? I've just tried it an a test team-managed project and I can't see it there either.

This is only possible on the backlog of a kanban or scrum board, by using the Version Panel
I have not yet been able to find an issue in the public Atlassian backlog for this, if you don't use a backlog on a board.
And also not op public Jira, https://jira.atlassian.com/secure/Dashboard.jspa
You could raise this as a feature there.
