I have administrator privileges for a Jira project.
To verify the number of billable users, I checked the list of users registered in the project, but found a discrepancy with the list of assignable users for issues within the project. Specifically, there are 4 more assignable users who don't appear in the access screen of the project settings.
Please teach why this inconsistency occurs and how to resolve it.
Hello @Yuki Murai
Welcome to the Atlassian community.
The list of Assignable users will be based on the allocation of the Assignable Users permission for the project. Permissions can be granted to user groups and individual users even if the groups, group members, or individuals have not been added to the people assigned to a Project Role for the project.
Thank you for your reply.
I will refer to your answer for reference.

Hi Yuki - Welcome to the Atlassian Community!
Billable users are calculated for your entire Jira instance, not just a single project. Comparing the number of licensed users with the number of users on a single project would be useless.
What is it that you are actually trying to achieve?

Thank you for your reply.
I am receiving questions from internal cost managers (who do not have Jira accounts) about the current number of active users from an account management perspective.
Who can check which users across the entire Jira instance have which permissions?

I have an additional question.
I found the user list page for the instance. Could you tell me the procedure for removing a user from the instance?
